Workshop Description
The Office of Addiction Services and Supports (OASAS) is pleased to present a lunch time webinar entitled “Understanding Substance Use Disorder” led by the Associate Chief of Addiction Medicine, Kelly Ramsey, MD, MPH, MA, FACP, and the Bureau Director of Practice Improvement and Care Management, Danielle Olsen, LMHC. This webinar will provide participants with an in-depth experience in how to utilize the SBIRT (Screening, Brief Intervention, Referral to Treatment) model, a Universal screening tool for quickly assessing use and severity of alcohol, illicit drugs, and prescription drug use, misuse, and abuse in many settings. In addition, participants will gain knowledge and skills on the epidemiology, diagnosis, co-morbidity, and best practices with respect to substance use disorder (SUD).
Learning Objectives
After the completion of this webinar, participants will be able to:
- Implement SBIRT screening in their practice setting
- Identify the characteristics that make SUD a chronic disease
- Recognize what SUD is and the vulnerability factors for SUD
- Identify best practices for SUD care and the role for social workers

Dr. Kelly S. Ramsey is an internal medicine physician who has treated substance use disorder (including Medication Assisted Treatment for opioid use disorder) since 2004. Dr. Ramsey currently works as the Associate Chief of Addiction Medicine at NYS OASAS. Dr. Ramsey provides expert advice to the New York State Department of Health AIDS Institute by serving on numerous committees, including the Co-Chair of the Quality of Care Advisory Committee (QAC), Vice-Chair of the Substance Use Guidelines Committee for the HIV Clinical Practice Guidelines, and, until starting at OASAS in June 2020, Co-Chair of the Office of Drug User Health’s NYS Buprenorphine Advisory Group.
Ms. Olsen serves as Director or Bureau of Practice Innovation and Care Management, in the Division of Addiction Treatment and Recovery at the NYS Office of Addiction Services and Supports and is a NYS Licensed Mental Health Counselor. Ms. Olsen’s experience includes; Medicaid Redesign; New York State’s Delivery System Reform Incentive Program (DSRIP) and NYS Certified Community Behavioral Health Center’s (CCBHC). She has provided clinical expertise on various projects involving integrated care, Medicaid Policy and the transition to Managed Care.
The Office for Addiction Services and Supports (OASAS) is pleased to offer free, recurring Training in a Box (TiB) online series to give clinicians the tools to implement person-centered care practices in clinical settings. Trainings may include live clinical demonstrations of interventions between a mock patient and clinician. All training courses can be viewed individually or utilized during clinical staff trainings and/or supervision as a teaching tool. Trainings fulfill some initial and renewal CASAC, CPP, CPS, and Social Work hours.
